The SPICE Questioning Tools have been developed to support businesses assess the knowledge and skills that their people have, together with the values and behaviours that they demonstrate. Because the questioning tools address knowledge, skills and behaviours, they are unique in enabling the evaluation of the effect of development and the measurement of its impact on performance, making direct connections with the SPICE Behavioural Assessment Tool and its role identifying strengths and potential in people.

Five principles have been deployed in developing the SPICE Questioning Tool, in that questioning and evaluation should:
